Dubuque Forward is a community-led organization turning shared ideas into real progress, starting with the heart of the city.
Right now, Dubuque Forward is helping lead a Downtown Core Development Strategy focused on how people experience, move through, and connect across downtown Dubuque. This work centers on the downtown core, defined by the bluff, Highway 61, and 14th Street, and how its districts function together as one place.
The strategy focuses on five core priorities that shape a healthier, more connected downtown:

Create a green and resilient core. -Establish a "Cathedral Green" -Envision a central "Bicentennial Park"
Increase housing supply for all. -Anchor the Millwork District -Increase the "Missing Middle" infill housing
Promote good jobs and local businesses. -Grow downtown's institutional presence -Create more "Third Spaces"
Enhance placemaking and the public realm. -Implement highway underpass lighting -Reclad Five Flags Center elevations(s)
